The Information Technology Investment Region (ITIR), Hyderabad, is an upcoming IT investment region jointly being developed by Government of India and Government of Telangana. The Union government gave in-principle approval to the project on Sept 8th, 2012 and the formal approval has been given on September 20, 2013. The project aims at development of self-contained integrated knowledge and clusters for growth of IT and electronic hardware manufacturing in 50,000 acres in and around Hyderabad. The project which is modeled along the lines of Shenzhen SEZ in China, is aimed at attracting an investment of Rs 2.19 trillion ($44 billion) in the IT, ITES and electronics sectors and providing direct employment to 1.5 million people. To take ITIR proposal further and make it a reality, the IT&C department along with TIIC, Hyderabad Metropolitan Development Authority and other departments proposed to have a special development authority for developing five zones - Cyberabad and surrounding areas (zone I), Shamshabad and Maheshwaram (zone II), Uppal and Pocharam ((zone III), ORR connecting areas from Cyberabad to Shamshabad and international airport area (zone IV) and ORR connecting areas from Shamshabad airport to Uppal and Pocharam (zone V). Zone 1 consists of Cyberabad and the surrounding areas. The Zone is proposed in the north-western part of ITIR, centering on Hitech city. The total size of this Zone is 86.70 sq km. This is the newly created unique zone developed by government of AP to give a boost to the development of IT infrastructure. Cyberabad is spread over 52 sq. km., comprising 17 revenue villages out of which 16 are in Serilingampally Municipality and one in Manikonda Jagir Gram Panchayat. Serilingampally houses major IT companies in Hyderabad and falls within the jurisdiction of Cyberabad Development Authority (CDA). Tellapur is the major emerging location and IT hub in surrounding area. It has HUDA Residential Complex in partnership with Tishman Speyers. Hyderabad: Even a year after the approval of the Information Technology Investment Region (ITIR) for Hyderabad the project hasn’t moved forward.
IT minister K.T. Rama Rao said on Friday that ITIR is still in its initial stages and that a consultant will be appointed by HMDA to work out plans. Mr Rama Rao also said that about 41,000 acres is available near Hyderabad. The ITIR requires about 50,000 acres. The ITIR was approved more than a year ago by the Centre. However, not much has happened since then. MLCs in the TS Council sought information about the ITIR project. KTR said that proposals worth Rs 3,250 crore have been sent to the Centre for approval. “We have sent proposals worth Rs 3,250 crore but the state will have to spend Rs 13,000 crore. In this Budget we have given `90 crore,” he stated. Asked about the land required by Congress MLC M.S. Prabhakar Rao he said, “About 41,000 acres is available. The processing area will be 41 per cent and the non-processing area 59 per cent.” The ITIR, which will be developed over 25 years, with an investment potential of Rs 3.1 lakh crore is expected to generate substantial revenues. The state is expecting Rs 30,000 crore as tax revenues. KTR said that engineering colleges would be linked to industry to improve employability. When asked by the leader of the opposition D. Srinivas on whether there would be reservations for TS graduates in ITIR, he said that quotas can’t be insisted on but non-skilled jobs would be for locals. Education minister G. Jagdish Reddy said the government wants to ensure that every TS family has an employee working in ITIR. Under the mega project, special economic zones (SEZs), industrial parks, free trade zones, warehousing zones and export-oriented units would come up in three corridors around the city which includes the areas Madhapur, Gachibowli, Uppal, Mamidipalli, Raviryal, Adibatla and Maheswaram, and Pocharam. The government proposed to develop the infrastructure for ITIR at an estimated cost of over Rs 2.19 lakh crore.
